Brief History of BITCoop
The foundation of the Bicol bus industry can be traced back to BACBOA (Bicol Aircon Bus Operators Association, Inc.), which began pioneering regional transport services in the year 2000 and prior years. Building on this foundation, Bicol Intercity Aircon Bus Operators Association, Inc. was established on January 19, 2012, serving key routes across the mainland provinces of the Bicol Region. Responding to the government’s call for public land transport modernization and cooperative development, this organization evolved into the Bicol Intercity Transport Cooperative (BITCoop).
Today, BITCoop proudly represents nearly five hundred transport operators, ranging from Public Utility Jeepneys (PUJs) to UV Express Services (UVES) and Public Utility Buses (PUBs), with a growing fleet of over 1,300 traditional public utility vehicles.
In its commitment to modernizing the Bicol transportation landscape, BITCoop began integrating advanced public transportation technologies as early as October 2017. Partnering with a leading developer and supplier of bus transportation technology, BITCoop's aim has been to transform the transport industry and elevate local public transit through technology-driven solutions.
Further establishing its role in modern public transport, BITCoop was registered as a payment system operator with the Bangko Sentral ng Pilipinas (BSP) on July 29, 2024. This registration authorizes BITCoop to operate BITfare, a digital fare payment solution, enhancing convenience, security, and efficiency in transactions for Bicol commuters.
A milestone meeting on January 3, 2018, with then DOTR Secretary Atty. Arthur P. Tugade, further inspired BITCoop’s dedication to the Public Utility Vehicle Modernization Program (PUVMP), following the principles set forth in DOTr Department Order 2017-011. With this commitment, BITCoop strives to provide the communities it serves with safe, convenient, and modernized public transportation—advancing the quality of life and accessibility within the Bicol Region.

With nearly five hundred operators based in Albay and neighboring provinces, our cooperative continues to grow, enhancing the region’s connectivity and access to reliable transport.
Our members are not just transport operators—they are partners in driving forward the transport industry in Bicol, bringing quality service to more communities and helping boost the local economy. Together, we are expanding our services to meet the needs of passengers and bring progress across the Bicol Region.

In total, BITCoop proudly operates over 100 routes, ensuring connectivity across key cities and municipalities in Bicol.
